I herewith Inclose you the papers
of John Brown an invalid pensioner in the late war. These papers
were forwarded to Richmond last year for payment and was refused
by the loan officer Saying he was to be paid in the city. I then
sent them to the City as you will See by letters from William Hickley of July 11th
1821. and from Geo Wood of July 12th
1821. Stating that his pension was to be paid in Richmond.
Agreably to the advice I Sent a Special Messenger to Richmond.
he informs me that he could not pay the money in as much as he
had received Instructions from you Not to pay any invalid
pension that had Not been apply’ed for within four Semiannual
payments -- and requests your particular Instructions on this
particular Subject. Brown is a very poor and Ignorant
Man, and Was Not appraised of the Regulations established in
Your office. I hope therefore you will Send me back the inclosed
papers with directions to the Loan Officer to pay Brown his
Arrears of Pension on Application
